Westhaven is Greater Christchurch’s largest masterplanned development, spanning approximately 300 hectares in Rolleston. It will deliver thousands of residential sections over the next decade through a staged release programme.

Westhaven is being developed by Carter Group, a family-owned, intergenerational Canterbury developer with a strong track record of delivering high-quality, well-planned residential communities. Previous projects include Earlsbrook in Lincoln.

Westhaven offers builders access to a large, long-term pipeline of residential sections through a staged release programme. This supports forward planning, resource certainty and the ability to build at scale within a single masterplanned environment.

Stage One is expected to include approximately 167 residential sections, with full infrastructure, services and street networks in place. Technical packs will be available to registered builders.

Stage One release timing will be confirmed directly with registered builders. Early registration provides priority access to updates, documentation and release information. Titles expected March 2027.

Westhaven operates on a gravity-fed sewer system rather than pumped infrastructure. This reduces reliance on mechanical systems, lowers long-term maintenance complexity, and provides infrastructure reliability for homeowners and builders alike.

Westhaven is a fully masterplanned community delivered on TC1 land with gravity fed sewer and stormwater discharged to ground via soakage pits. TC1 is classified as the lowest risk ground category following the Canterbury earthquakes. In most cases, this allows for standard foundation solutions, subject to site specific geotechnical and engineering design. For builders, this provides greater certainty around build requirements and reduces ground-related risk.

Because Westhaven has been designed as a complete neighbourhood from the outset, infrastructure, staging and services are coordinated and sequenced. For builders, this means greater programme certainty, reduced risk and confidence in long-term pipeline planning.
